Solar Energy Scotland Response: Phase 3 Consultation on Permitted Development Rights

Solar Energy welcomes the proposed amendments to Permitted Development Rights (PDR). We also welcome Scottish Government’s decision to include solar energy in phase 3 of its wider planning review, whilst previously solar was part of phase 4.

The proposals in this consultation represent, if realised, a huge step forward for solar energy and would greatly increase the speed at which solar can be deployed in Scotland. Removing the upper limit on generation capacity for non-domestic installations would be particularly impactful, both for solar deployment and for the ability of businesses to decarbonise.

We look forward to working with Scottish Government to set and achieve a 4-6GW solar deployment ambition by 2030, and to remove other barriers such as the requirement for building warrants so that solar can reach its full potential in supporting Scotland’s just transition to net zero.
